3、投标人资格要求
投标人应具备的资格或业绩:*（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料。
*（2）投标产品原产地在关境外的投标人必须是制造商；或者是制造商直接授权的代理商（进口产品开标前未进入中国关境内的，投标人必须是在关境外注册的公司；进口产品开标前已进入中国关境内的，投标人必须是在关境内注册的公司），代理商投标需具备以下条件：
①必须提供制造商对本次投标的唯一正式授权书（授权书必须由制造商直接授权，不允许二级授权）；
②投标人在当地依法登记注册的时间距开标日满三年，需提供营业执照等注册登记的有效证件复印件；
③距开标日三年内，投标人须具有同类产品至少两个不同年份的销售业绩，需提供证明其销售业绩的合同或订单复印件（至少提供2份不同年度的合同或订单复印件）或用户证明，并由投标人代表签字或盖章。
*（3）投标产品原产地在关境内的投标人必须是制造商（不接受代理商投标）。
*（4）投标人未被中国石油招标投标网(www.cnpcbidding.com)暂停或取消投标资格。（根据《中国石油天然气集团有限公司投标人失信行为管理办法》的规定，失信积分达到8分时，暂停失信行为人投标资格半年；失信积分达到9分时，暂停失信行为人投标资格一年；失信积分达到10分时，暂停失信行为人投标资格两年。暂停期满后恢复投标资格，有效期内的失信记分继续执行。失信积分超过10分或在暂停期间再次发生失信行为的，取消投标资格三年。）上述内容以评标委员会现场在对应网站的查询结果为准。

*（7）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。
