3．参加本次招标活动前3年内，投标人在经营活动中没有违法记录，无利用不正当竞争手段骗取中标，无行贿犯罪记录。

4．经销商投标需提供制造商出具的唯一授权函，格式参照第一册第四章投标文件格式 IV-9-4 （如是制造商需提供制造商申明函）；
