中化建国际招标有限责任公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2026-06-09在中国国际招标网公告。本次招标采用电子招标方式，现邀请合格投标人参加投标。

项目概况:JZ25-3油田位于渤海辽东湾海域，距绥中陆上终端约68.0公里，西侧毗邻锦州25-1S油田，北侧距锦州20-2气田约20.0公里，南侧距绥中36-2油田约7.0公里，平均水深23.5米。
JZ25-3油田一期开发/JZ25-1S油田1/8井块调整项目将建设一套JZ25-3海底生产系统（SPS）、一座通过桥梁与JZ25-1S井口平台（WHPC）相连的JZ25-1S井口平台（WHPG）、一条6.5公里长的多相管线、一条6.5公里长的注水管线、一条6.5公里长的综合脐带管、一条5.6公里长的海底电缆，并对周边相关设施进行检查与改造。

3、投标人资格要求
投标人应具备的资格或业绩:（1）资格要求 Eligibility Requirements ★

A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).

★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).

★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.


B.★不接受代理Bid by an agent is not acceptable
投标人应为所投货物的制造商。不接受代理商投标。
The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.

投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

Is any bid by a consortium or a joint venture accepted? No.

D.未领购招标文件是否可以参加投标:不可以
Can a bidder participate in the bidding without purchasing the Solicitation Document? No.

E.★证书：交货时提供 ABS 或 DNV 或 BV 或 CCS 之一出具的脐带缆及 UTA产品COC 证书，和随产品证书的质量控制相关记录文件。
Certification: the umbilical and UTA, with applicable certifications from ABS or DNV or BV or CCS, will be delivered along with the Product Certificate of Conformity (COC) and relevant quality control records.


（2）业绩要求Requirement for Bidder's Past Performance★:

2015年1月1日至投标截止日（以合同签署时间为准），投标人应具有至少1个合同的脐带缆产品的供货业绩（供货业绩的制造商必须是投标人），且均满足脐带缆液压钢管内径≥1"，电力电缆电压等级≥6kV的技术要求。
Subject to the contract signing date, the bidder shall have at least 1 contract evidencing its supply performance records of umbilical cables products from January 1, 2015 to the bid close date, and the manufacturer of the supplied products must be the bidder itself. All the products shall meet the technical requirements ： the inner diameter of the hydraulic steel tube within the umbilical cable must be ≥ 1 inch, and the voltage rating of the power cables must be ≥ 6 kV.


投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）合同；2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其它可以证明合同项下货物已经到货验收的有效证明材料）。
The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称、液压钢管内径≥1"，电力电缆电压等级≥6kV的技术要求、用户签字或盖章的到货验收材料。
The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; the technical requirements：the inner diameter of the hydraulic steel tube within the umbilical cable must be ≥ 1 inch, and the voltage rating of the power cables must be ≥ 6 kV; and the goods arrival acceptance signed or stamped by the client.

若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下，提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。
If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.
未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
